This picture shows sub-standard conditions that exist throughout the area, which includes dirt roads, trash and debris piles and houses in many instances which have no sewer facilities. (News-Tribune photo) By Housing Development in Blighted Area Would Be Knocked Out 1 J-l 1 1 Location of a government housing development in the southwestern section of the city known as the Parkview Addition would eliminate a definite blighted area of the city, according to officials of the local Housing Authority, headed by Fred Rqst, 104 N. Binder authority chairman.

The authority, in a third attempt to locate a housing development here, has requested the City Council to rezone the area to permit the construction of multiple dwelling units. The council, in turn, referred the matter to the Planning and Zoning Commission, headed by E. C. L. Wagner, 2031 W.

Main who at one time headed the authority also. Two other sites selected by the commission met with stiff opposition. One received only a little action, while the other has been tabled by the council despite, the fact that the Planning and Zoning Commission recommended rezoning amid a storm of protest. The latest attempt at selecting a site has little verbal opposition. It is generally located in an area bounded by Myrtle, Edmunds, Dullc and Morris streets.

Officials said there are no sewer facilities in the area and no facilities that serve the area. A petition recently was presented with about 50 signatures requesting the city to construct sewer facilities in the area, indicating that a trend is in existence toward obtaining sewer facilities, officials said. Adequate Facilities Adequate gas facilities are GIRLS! and Zoning Commission, followed by council approval, is necessary to gain approval by the PHA, officials said. As soon as PHA approval is given, the local authority would be in a position to initiate further action. Quick and favorable approval would place the authority in a position to start acquiring the prop- raa BEAUTY SALON Dial 6-9731 existence, officials said, but many residents in the area have not taken advantage of them.

Water and electricity also are available, officials said. Streets throughout the area generally are unimproved, as are most of the inter-area streets, officials said. The council, officials said, a informally agreed to take necessary I action to bring sewer facilities and adequate streets to the proposed i property line. Many backyards within the area are now used for dumping grounds, officials said, with numerous piles of trash, debris and tin cans in evidence throughout the hilly section of the area. Officials pointed out that houses regarded as being in good condition would remain intact.

Those in poorer condition would be torn away. General Plan But, officials said, the general plan would be to construct dwelling units on vacant lots so as to limit the displaced persons problem. The purpose, officials said, is to find housing for displaced persons, not to put more persons out of a place to live. While the area may be regarded as blighted, the local authority is of the opinion that the Public Housing Authority will approve development of the project in this area. The authority also poiqted out that the location of the development in this area docs not eliminate construction of a similar development in the section known as the Elm street area between Cherry and Locust streets, where about 50 units are planned.

Favorable action by the Planning erty sometime 'ities said. this year, author- Their plan then would be to construct a few units at a time before developing further, officials said.
